M3 Bagshot Heath Footbridge - Delayed Installation

Update from National Highways outlining the next steps for the long-awaited footbridge installation

The Bagshot–Lightwater footbridge spans the M3, providing a key walking route between two connected communities. Since its closure on 3 October 2023 due to safety concerns, residents have faced a 3.3km diversion with multiple hazardous crossings — disproportionately affecting those without access to cars or public transport.

National Highways Statement: 23 April 2025

Dear Dr Pinkerton,

Re: M3 Bagshot Heath Footbridge – Delayed Installation

I am writing to update you on the current situation regarding the new footbridge over the M3 at Bagshot Heath. As you will be aware from our previous communication, we had planned to lift the bridge span into place during the weekend of 25 April 2025. Unfortunately, we have had to make the difficult decision to postpone this installation, due to reasons outlined below.

As part of our due diligence, we recently completed the final testing of the concrete abutments to ensure they are capable of supporting the steel bridge structure. Concrete continues to cure and gain strength over time, and therefore must be tested at regular intervals following installation. Regrettably, our most recent test results, received last week, revealed that the concrete in one section of an abutment has not cured to the expected standard. As such, it is not currently strong enough to support the bridge span.

We are working urgently with our contractor to understand the cause of this unexpected issue. Additional tests and structural assessments are now underway to determine the most appropriate and expedient remedial action.

At this stage, we are unable to confirm the precise nature or duration of the remedial works. However, it is now very unlikely that we will be able to meet our original commitment to open the bridge in May. I would like to extend my sincere apologies for this delay and the impact it may have on the local community.

I will write again in the coming weeks to provide further updates and a revised timeline for the installation. In the meantime, my team and I would be pleased to discuss this latest development in a meeting, and we will also be reaching out to local councillors to offer the same.

Yours sincerely,

National Highways
